Leh, April 24, 2026: Administrative Secretary, Public Works (R&B) and Information & Public Relations, UT Ladakh, Shri Baseer Ul Haq Chaudhary, today chaired a high-level meeting to review and finalize the Annual Action Plan under the State Development Plan (SDP)/State Sector Plan for the financial year 2026–27.
The meeting involved detailed deliberations on a wide range of ongoing and proposed infrastructure projects across the Union Territory. The Administrative Secretary conducted a thorough review of the construction of the auditorium at Khaltsi, a project estimated at ₹19 crore. Expressing concern over delays, he noted that the project, originally scheduled for completion in March 2026, has now been extended to October. He directed the concerned department to submit comprehensive monthly progress reports, including component-wise updates and DPR-based assessments, and emphasized that further release of funds would be contingent upon satisfactory progress.
The construction of departmental quarters for staff at Tehsil Information Centres in Nubra, Drass, Zanskar and Khaltsi was also reviewed. The Administrative Secretary instructed that these projects be completed within stipulated timelines, setting targets for completion by June and July, respectively.
A comprehensive review was also undertaken of works under hospitality and protocol, including key projects such as residential suites, Ladakh House Chandigarh, wildlife infrastructure, upgradation of forest facilities at Karzoo Leh, staff quarters in Kargil, flood restoration works under BRO Vijayak and Himank, and bridge infrastructure projects.
The Administrative Secretary assessed progress across sectors and underscored the importance of timely execution and adherence to quality standards.
Highlighting regional priorities, Shri Chaudhary directed that infrastructure development efforts must focus on strategically significant areas, particularly Nyoma, Nubra, Zanskar, Khaltsi, Drass, and Changthang. He emphasized strengthening social infrastructure, including healthcare, education and connectivity.
He further called for the preparation of a list of completed projects ready for inauguration, directing that such assets be dedicated to the public at the earliest.
Emphasizing financial prudence and accountability, Shri Chaudhary directed all departments to maintain clear work abstracts, adhere strictly to timelines, and ensure efficient utilization of allocated resources.
The meeting was attended by the Chief Engineer, Public Works (R&B)/PMGSY; JD-H&P, Joint Director, Information & Public Relations Department; Assistant Director Planning; Assistant Director Information; Executive Engineers of all divisions of PWD ; Executive Engineers of CPWD, and other officers from the concerned departments.
