Leh, March 26, 2026: A one-day Consultative Workshop on “Using Administrative Data for Governance: Harmonising Department Data at the State/UT Level” was organised by the Directorate of Economics & Statistics, UT Ladakh, in collaboration with the Ministry of Statistics and Programme Implementation (MoSPI), Government of India, at Pal Hotel, Leh.
The workshop aimed to strengthening the use of administrative data for effective governance and to promote harmonisation of departmental datasets at the State/UT level for better planning, monitoring, and service delivery.
Joint Director, Directorate of Economics & Statistics, Ladakh, Tsewang Gyalson, in his welcome address, highlighted the objectives of the workshop and emphasised the importance of standardised and harmonised data systems for evidence-based decision making and efficient public service delivery. He asserted that for effective governance, the data plays important role and the data with departments should be reliable, structured, usable and accessible.
Smt. Madhura Roy, Director MoSPI delivered a detailed presentation on Data Harmonisation, covering key aspects including: National Metadata Structure 2.0 (NMDS), Concept of NMDS and Statistical Quality Assessment Framework (SQAF), Development, structure, and quality dimensions, National and international classifications/standards, Compilation of unique identifiers, Reconciliation of divergent datasets, Machine readability, Operational guidelines on managing datasets and Advance Release Calendar.
Ms Himachali Rana, Deputy Director, MoSPI, spoke on the present status of administrative data systems and expectations from the States/UTs. Her presentation covered, Administrative Data as a strategic resource and template for States/UTs to provide inputs, challenges in data linkage, and preparation of assessment and action plans.
During the interactive session, the Directors from various line departments shared their experiences and views on data management and integration.
Director, Health & Medical Education explained how the health database system functions and highlighted its role in improving service delivery and maintaining accurate health records.
Chief Engineer, Power Development Department (PDD), spoke about the linkage of datasets related to electricity, and its utility among the public.
The Assistant Director, Consumer Affairs, mentioned the availability of consumer data records and stressed on integration for better coordination and data sharing among departments.
The Director, Animal Husbandry Department, highlighted the major data collection systems maintained by the department and raised the issue of interdepartmental accessibility of data. He stressed on the importance of proper data management for planning and implementation of schemes.
Joint Director, Information/Nodal Officer, DIRLMP shared his views on data collection mechanisms of land records and their availability online for instant public service delivery and also highlighted the importance of maintaining accurate administrative records for effective governance and efficient citizen services.
The workshop was attended by the Directors/Joint Directors of departments and officers/officials of the Directorate of Economics and Statistics, PD&MD, UT Ladakh and the Team Leader PMU, PM Gati Shakti.
