Leh: The Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), chaired a significant meeting at the Lieutenant Governor’s Secretariat to discuss the implementation of a transfer portal for various government departments and the introduction of e-HRMS 2.0 in the Union Territory.
During the meeting, detailed discussions took place regarding the proposed employee transfer portal for teaching staff of the School Education Department, as well as employees from the Health & Medical Education, Public Works Department (PWD) R&B, and Public Health Engineering (PHE) I&FC departments. The portal aims to streamline the transfer process by adopting an algorithm-based point system for intra and inter-district transfers.
The Hon’ble Lt Governor emphasized that the new system must prioritize the welfare of students and schools by ensuring a transparent, error-free process. He stated that applicants would need to declare their residence before becoming eligible for transfers, and the transfer window would open only once a year with no gender-based preferences.
In discussions concerning the Health & Medical Education sector, the Lt Governor directed officials to prevent manipulation and favoritism. He stressed the importance of ensuring that no doctors holding similar posts are transferred to the same hospital, thereby minimizing inconvenience to patients.
Furthermore, the Hon’ble Lt Governor reviewed the e-HRMS 2.0 system, developed by the Department of Personnel & Training (DoPT) in collaboration with the National eGovernance Division (NeGD). Secretary, GAD, Michael D’Souza, IAS, presented the portal’s features, which offer comprehensive HR services such as leave applications, reimbursements, promotions, and grievance redressal to improve efficiency and transparency in government operations.
The meeting was attended by Chief Secretary Dr Pawan Kotwal, IAS; Principal Secretary Sanjiv Khirwar, IAS; Commissioner/Secretary Dr Vasanthakumar N, IAS; Secretary Vikram Singh Malik, IAS; Secretary Bhanu Prabha, IAS; Secretary Michael D’Souza, IAS; and other officials from the School Education, IT, and NIC departments.
