Leh: Hon’ble Chairman/CEC, LAHDC, Leh, Adv Tashi Gyalson, has extended heartfelt gratitude to the Hon’ble Prime Minister of India, Shri Narendra Modi, the Hon’ble Union Home Minister, Shri Amit Shah, and the central leadership of the Bharatiya Janata Party for their unwavering commitment to the rights and aspirations of the people of Ladakh.
H’CEC Adv Tashi Gyalson welcomed the historic regulation amending the J&K Reservation Act, which implements the Domicile Rules for Ladakh, ensuring that 85% of opportunities in education and employment by reserving for local native residents originally tribals, 10% for EWS and 5 % for unreserved. He emphasized that this regulation will secure the rights and future of the youth and people of Ladakh, ensuring equitable access to education and employment.
In addition, the CEC welcomed the recent promulgation of the Ladakh Civil Services Decentralization and Recruitment (Amendment) Regulation, 2025, terming it a long-awaited and transformative reform. He noted that the amendment establishes a Ladakh specific recruitment framework, defines domicile criteria, and authorises local authorities to issue domicile certificates on certian terms and conditions.Most significantly, it authorises the Ladakh Subordinate Services Staff Selection Board as a recruitment body for all non-gazetted recruitment, enabling a streamlined and locally accountable employment process.
“This marks a major milestone in Ladakh’s journey towards self-reliance in governance. It ensures that recruitment is transparent, decentralised, and aligned with Ladakh’s unique requirements,” he stated.
The CEC also shared that efforts are ongoing to facilitate special recruitment drive for Ladakh through the UPSC for all the gazetted posts, and the Hill Council is actively working with the Centre to move this initiative forward.
He also expressed deep appreciation for the Central Government’s decision to implement 33 percent reservation for women in the LAHDC, calling it a bold and progressive step towards gender equality and inclusive governance. “This will empower women from every corner of Ladakh, especially those living in remote border villages, by giving them a stronger voice in local administration,” he said.
Further, Adv Tashi Gyalson conveyed his sincere gratitude to the Central Government for the official recognition of Bhoti and Purgi as official languages of Ladakh, and also for providing support to promote other local languages such as Shina, Brokskat, Balti and Ladakhi. ”This is a matter of great pride and cultural affirmation for our people. It will play a vital role in safeguarding our linguistic identity and promoting our rich heritage,” he said.
He also appreciated the senior most leaders of the Apex Body and KDA and its members for their constructive dialogue with the Ministry of Home Affairs in pursuit of solutions to the region’s issues.
He informed that several other administrative and developmental issues specific to Ladakh have recently been discussed with the Union Home Minister, with a strong resolve on both sides to find early resolutions.
Reaffirming LAHDC Leh’s commitment to the overall growth of the region, he added, “The Council is working tirelessly for the progress and welfare of Ladakh, and we remain hopeful of bringing more opportunities for all sections of people of Ladakh in the near future.”
